Job DescriptionJOB TITLE: Program Evaluation SpecialistPOSITION NUMBER: 2206-67979-PES-1POSITION LOCATION: Atlanta, GA, USAANTICIPATED START DATE: Two weeks after candidate identificationTRAVEL: As required to fulfill the responsibilities of the positionASRT, Inc. provides scientific, information management, management consulting, bioinformatics, and administrative program support to the Centers for Disease Control and Prevention (CDC) and other Federal and private sector clients. The successful candidate will be a full-time employee of ASRT, Inc., and will be assigned to the Office of the Director (OD), National Center for Immunization and Respiratory Diseases (NCIRD), at the CDC, 1600 Clifton Road, Atlanta, GA to provide program evaluation support.SCOPE OF WORKThe Program Evaluation Specialist will provide expertise and extensive evaluation experience to elevate the caliber of NCIRD's global health programs.MAJOR DUTIES AND RESPONSIBILITIESProject Management: Develop, monitor, and maintain a workplan with detailed timeline for accomplishing deliverables.

  • A kickoff meeting shall be held no later than 10 workdays after Program Evaluation Specialist start date to discuss plans and timelines as well as clarify roles and responsibilities, to be held at CDC offices in Atlanta, GA, or via a conference call.
  • Attend all project related meetings to provide status updates and submit a monthly report and updated workplan for each deliverable.
  • Communicate directly with key stakeholders as the project develops. Key stakeholders include NCIRD OD, divisions, key implementing partners, and other sections of agency conducting global work.
  • The COR will track and monitor progress towards completing projects.Develop a monitoring and evaluation plan for NCIRD global activities that is cross-cutting and highlights challenges and successes for our global health impact.
    • Review historical information to create an understanding of NCIRD global contributions and what we have achieved.
      • Explain how NCIRD GHS activities contribute to both country and CDC NCIRD programmatic advancements.
      • Document the financial investment related to the activities in relation to measurable outcomes.
      • Document key lessons learned, challenges and successes to help inform future programming.
      • Develop program outputs, outcomes, and measurable impacts.
        • Conduct meetings with global teams to understand how they measure outputs and outcomes currently.
        • Review current literature, milestones, and other global indicators of public health impact.
        • Develop outputs, outcomes, and impact measures that the global programs can use to measure advancement.Provide guidance, training and tools to implementing an internal global monitoring and evaluation process for our global programs that can highlight achievements and challenge areas.
          • Develop consumer-friendly emerging/promising practice documents, materials, resources, and tools for key stakeholders and lay audiences.
            • Develop and provide electronic, editable versions of all final products to be completed within 6 months after development of measures.
            • All products developed will meet all federal regulations and web policies including 508 compliance and CDC policies around data and program clearance.
            • Assist global programs in the development of SOPs through provision of examples and potential tools that can be used to assist in process.Evaluate the effectiveness of output and outcomes measures.
              • Develop and communicate around the implementation of SOPs for data collection, validation, and as appropriate reporting.
              • Perform quality checks on measuring ability to track outputs and outcomes effectively.
              • Validate that outputs and outcomes measured are able to meet needs of divisions to drive program decisions.
              • Refine target outputs and outcomes.
              • Work with global programs and teams to understand their needs and develop useful, functional tools and resources.Understand partner facilitated implementation efforts.
                • Categorize and describe how NCIRD uses partners for their field implementation.
                  • Identify strengths and weaknesses for each strategy.
                  • Align to cooperative agreement fields for engagement between funder and grantee.
                  • Define how those partners align to NCIRD strategic objectives for the scope of work we request from partners.
                  • Identify gains from working with partners.
                  • Provide guidance and technical input on improving partner facilitated implementation when meeting NCIRD operational objectives.
                  • Understand how we monitor and evaluate partner facilitated engagement for meeting CDC / NCIRD goals and objectives.MINIMUM QUALIFICATIONSEducation and Experience:
                    • Master of Public Health (MPH) degree Required:
                      • At least 3 years of relevant high level, professional expertise and experience in program evaluation.
                      • Ability to develop, monitor, and maintain a workplan with detailed timeline for accomplishing deliverables.
                      • Ability to develop a monitoring and evaluation plan for activities that is cross-cutting and highlights challenges and successes for global health impact.
                      • Ability to provide guidance, training and tools to implementing an internal global monitoring and evaluation process for global programs that can highlight achievements and challenge areas
                      • Ability to evaluate the effectiveness of output and outcomes measures.
                      • Ability to understand partner facilitated implementation efforts.
                      • Ability to work and effectively communicate with multiple stakeholders.
                      • Excellent attention to detail and the ability to efficiently organize multiple priorities.
                      • Ability to work independently with minimal supervision.
                      • Proficiency with Microsoft Word, Excel, and PowerPoint.Desirable:
                        • Previous CDC experience strongly preferred.Language Skills:
