Salary Range: $99,600.00 to $120,000.00

General Description and Classification Standards

Directs the Department of Procurement's support operations, furthering the department's ability to innovatively, efficiently and effectively perform its core purchasing and contracting functions. Oversight responsibilities include, but are not limited to ERP system support, leveraging Oracle functionality, data analytics to monitor performance and business trends, developing and executing training and professional development plans, compliance, open records, outreach, and other activities required to ensure the continuity, efficiency and effectiveness of department operations.

Supervision Received

Works under the supervision and direction of the Chief Procurement Officer.

Essential Duties and Responsibilities

Responsible for the completion and management of budgets, business functions, systems administration, performance analysis, leveraging public and private best practices to develop and execute department-wide training and professional development.

Devises sampling procedures and directions for reporting quality data and analytics.

Supports public outreach, compliance with policy and internal and external audits.

Responsible for departmental hiring, onboarding, and performance review processes and personnel assigned thereto.

Responsible for the department's budgeting process.

Manages and completes special projects assigned by the Chief Procurement Officer.

At the direction of the Chief Procurement Officer, selects, develops, and evaluates support team personnel to ensure efficient operation of the function.

Liaises with City and external audit personnel to facilitate the department's compliance with required audits and reviews.

Decision Making

Applies organizational policies. Selects from multiple procedures and methods to accomplish tasks.

Establishes work methods, timetables, performance standards, etc.

Leadership Provided

Position has managerial authority over a group of professional employees and/or a group of professional, technical, or administrative employees engaged in a broad functional area. Areas of responsibility are typically unique within the department.

Knowledge, Skills & Abilities

This is a partial listing of necessary knowledges, skills, and abilities required to perform the job successfully. It is not an exhaustive list.

Knowledge: Extensive knowledge of procurement and purchasing concepts and methodology, processes and resources, ERP systems, Oracle functionality for procurement environments. Extensive knowledge of Microsoft office (including the ability to build and modify spreadsheets); strong Oracle/ATL Cloud knowledge.

In-depth knowledge of public sector business operations and management. In-depth knowledge of procurement management and operations.

Knowledge of relationship of professional discipline to related organizations and functions.

Working knowledge of employee relations, human capital management and organizational development.

Strong knowledge of City's organizational structure and the relationship and obligations of the department to its using agencies.

Skill in: Well-developed technical skills within profession. Skills in organizing and presenting proposals or information. Significant experience with quality improvement techniques using strategic sourcing. Strong planning, organizational, communication, process improvement, and change facilitation skills. Strong budget and financial skills.

Ability to: Ability to manage multiple projects using project management techniques and skills prioritizing competing responsibilities and limitations with resources. Ability to lead and/or participate on a team to accomplish tasks while building effective relationships within the organization. Ability to plan and carry out virtually any typical assignment within professional area. Ability to execute change management techniques tracking metrics resulting in qualitative and quantitative improvements. Ability to train or direct personnel, using internal and external resources as necessary. Ability to read financial statements.

Minimum Qualifications - Education and Experience

Bachelor's degree in business or related field (Equivalent professional experience may be considered for substitution for the required degree on an exception basis)

8-12 years of specific procurement, ERP, business management, or executive experience. Must have demonstrated management/leadership experience.

Preferred Education & Experience

Master's degree in business or related field, law degree or advanced degree. Public procurement knowledge and experience also preferred.

15 years of specific procurement, ERP, business management, or executive experience. Must have demonstrated management/leadership experience.

Optimum experience would include managing a procurement organization or executive level experience, managing, or operating a business or entity requiring oversight of a comparably sized procurement department.

Licensures and Certifications

Advanced Certification such as Project Management Professional, Certified Public Procurement Officer or Certified Data Management Professional (CDMP) certification within 2 years of hiring.
