Press Control+M to start dragging object The Georgia Institute of Technology (Georgia Tech or Institute) Office of Sponsored Programs (OSP) is responsible for cradle to grave contract administration for all grants and contracts for both the Georgia Tech Resident Instruction units (RI) and the Georgia Tech Research Institute (GTRI). Total annual research awards equal approximately one billion dollars. The Contracting Officer will have expert knowledge of the Federal Acquisition Regulation (FAR) and its supplements, including the Department of Defense FAR Supplement (DFARS), be able to work independently, and make sound business decisions for the Institute. The Contracting Professional will have primary responsibility for submitting proposals, and reviewing and negotiating complex Federal, Defense Industry, and Not-for-Profit contracts. The Contracting Professional may also negotiate Teaming Agreements, Associate Contractor Agreements, Other Transaction Agreements, and Non-Disclosure Agreements facilitating sponsored research. Complex problem solving skills and effective communication skills are required.. Required Qualifications Educational Requirements

  • A Master's degree and three (3) years of relevant full-time experience after completion of that degree, or
  • A Master's degree and five (5) years of relevant full-time experience after completion of a Bachelor's degree, or
    Other Required Qualifications
    Application of required skills within the Federal Government, a federal government contractor or educational organization is preferred. Ability to build collegial relationships with colleagues, customers and sponsors. Ability to work well under pressure, handle multiple priorities, and meet deadlines

    Possess a National Security Clearance or have the ability to obtain a national security clearance

    Required Experience

    Certifications or licenses preferred: NCMA Certified Professional Contract Manager or Certified Federal Contracts Manager, or NCURA Certified Research Administrator,

    Preferred Experience
    5+ years of experience in federal contract management, including knowledge of non-disclosure agreements, teaming agreements, IDIQ Contracts, subcontracts flow-down requirements Knowledge, Skills, & Abilities ABILITIES
    Reviewing solicitations (e.g., RFPs, RFQs, RFIs,), supporting research proposal preparation and processing, and submitting proposals
    Reviewing and negotiating contract terms and conditions--
    Maintaining current knowledge of relevant federal acquisition regulations, policies and procedures
    Reviewing, negotiating and executing Associate Contractor Agreements, Teaming Agreements, Nondisclosure Agreements, and Memorandums of Understanding
    Resolving contractual matters and post award administration issues.
    Advising faculty and staff on applicable federal and state regulatory and policy compliance requirements and Institute policy.
    Interfacing with other Georgia Tech departments supporting sponsored research including Research Integrity Assurance, Industry Engagement, Technology Licensing and the Georgia Te ch Office of Legal Affairs as needed to ensure compliance with regulation and Institute policy
    Maintaining current knowledge of policies of the Office of Sponsored Programs, University System of Georgia and Georgia Tech.
    Serving as mentor to new team members.
    Performing other related duties as assigned

    KNOWLEDGE
    This position will interact with and advise, on a consistent basis: academic and research faculty; management, finance, and administrative staff; deans, associate deans, and school chairs; vice presidents; and sponsor organization representatives

    SKILLS
    5+ years of experience in federal contract management, including knowledge of non-disclosure agreements, teaming agreements, IDIQ Contracts, subcontracts flow-down requirements.
    In-depth knowledge of Federal Acquisition Regulations (FAR), Department of Defense FAR Supplement (DFARS) and other acquisition regulations.
    Knowledge of Cost and Pricing Data, Organizational Conflict of Interest, Intellectual Property clauses and Government Property clauses, Small Business Plan Requirements. Etc.
    Familiarity with Federal Procurement Websites including Procurement Integrated Enterprise Environment (SAMSs, EDA, WAWF, SPRS, etc.)
    Thorough understanding of different contract types (i.e., CPFF, FFP, T&M, LOE, etc.).
    Ability to maintain a strong attention to detail under varying acquisition conditions.
    Strong computer skills, including proficiency in Microsoft Office (Word, Excel, PowerPoint).
    Excellent communication and organizational skills.
