CARE’s experience globally has taught us that poverty, especially in its most extreme form, is about more than a lack of money. Poverty stems from a lack of knowledge, capabilities, opportunity, social capital and a sense of personal and community agency. It persists because of systems and structures that deny some groups their basic human rights and equal access to the resources and opportunities necessary to build a better life for themselves and their families. In the U.S., racism, particularly against Black, indigenous and other people of color (BIPOC), is a major underlying cause of poverty. As in other parts of the world, gender inequality also is pervasive in the U.S., which not only denies women and girls the opportunity to fulfill their potential, but also denies society the benefit of their full contributions. BIPOC women bear the double burden of racism and sexism. For that reason, CARE’s work in the U.S. will focus on the intersection of race, gender and poverty.

As the driver for resource mobilization with foundations to support these critical efforts, the Director of Development (DOD) will have an abiding personal commitment to and deep understanding of these issues, as well as the fundraising experience to develop, drive and deliver on a robust domestic strategy for CARE. In addition, the DOD will cultivate and steward foundation prospects and donors from across CARE’s vast portfolio of work globally, with particular support around partnerships in the New York region. The DOD will also fulfill critical external communication functions for CARE, including donor outreach and cultivation, as well as team representation at strategic fora. Thus, the DOD should have excellent verbal and written communication skills, as well as a proactive and strategic approach to fundraising. This position requires substantial contact and strong collaboration with CARE teams in the U.S. and around the world, as well as the ability to navigate complex internal processes and procedures that ensure effective compliance with financial management policies.

Managing a foundations portfolio requires a fundamental and growing knowledge of CARE's programming and learning methodologies as well as a strategic external approach to generate and foster new connections for CARE. The DOD will demonstrate a proven ability to tap into new funding markets for the organization, leveraging experience with and understanding of the domestic donor landscape. This position also requires political savvy to navigate CARE and influence the decisions of program or technical colleagues, country offices and other units, in addition to utilizing and equipping CARE executive leadership for strategic interactions with foundations.


Donor Cultivation and Revenue Growth

Working under the guidance of the Foundation Partnerships team leadership, and in coordination with the other team members, the CARE domestic team, colleagues from technical units and country offices, the DOD will generate new leads for their assigned portfolio the of donors, with emphasis on potential domestic funders and New York-area professional foundations and trusts. Building on emerging and existing opportunities, the DOD will proactively develop and implement strategic outreach to deliver revenue growth for CARE. The DOD will identify prospects, evaluate existing and lapsed donors, and cultivate foundation relationships with the goal of securing new funding, building a domestic portfolio, and diversifying CARE’s foundation donors. The DOD will also support other relationship managers in their outreach efforts for domestic programs by serving as the primary liaison and facilitator, on behalf of the Foundation Partnerships team, with the Domestic Programs team to further enhance fundraising support these efforts. Additionally, the DOD will actively participate in working groups and convenings relevant to CARE's work. Through this targeted external engagement, the DOD will additionally facilitate opportunities for a more active and strategic role for CARE leadership as well.

Concept and Proposal Development

The DOD will manage the concept or proposal development process for assigned foundations or new prospects resulting from outreach, working in close coordination with program teams and country office colleagues to generate quality concepts and proposals. When necessary, the DOD will hire and manage consultants to contribute writing or the monitoring and evaluation design of these products. The DOD works with grants managers to ensure that process is followed and budgets are reviewed in compliance with CARE's policies. The DOD leads effective communication around proposal development with relevant colleagues, providing guidance on roles and responsibilities and that concepts and proposals are submitted on time. In the case of a Foundation RFP, this individual may manage the development and/or review of concepts or proposals that are outside their normal portf olio.

Research Analysis and Support

Under the guidance of team leadership and key colleagues, the DOD will support formative research and analysis for the Foundation Partnerships team. This will include the updating and creating research profiles for CARE’s current foundation donors and prospects and evaluating trends and opportunities within foundation philanthropy. The DOD will closely monitor foundation partners and prospects through tracking grant allocations and strategy changes and assessing alignment with CARE, giving capacity and identifying possible connections. The DOD will contribute to original team research products, such as sectoral funding analysis, while leading on domestic landscape analysis and other research efforts as assigned. Through this work, the DOD will generate new leads for the team’s strategic portfolios and contribute to the diversification and expansion of CARE’s foundation partners

Donor Stewardship

The DOD oversees stewardship or ongoing cultivation of current donors or lapsed donors that remain strategic to CARE. In the case of an active donor, the DOD facilitates timely communication with CARE and team leadership, as well as program and country office colleagues in order to ensure that the donor remains informed of how the grant is progressing, messaging any issues or challenges, while working toward securing a consecutive phase of the program, diversification and an increase in their support. In the case of lapsed donors, the DOD manages communication with the foundation in relevant program areas to generate interest and stimulate new funding opportunities.

Internal Communication

The DOD maintains strong relationships with relevant program colleagues and country offices and remains abreast of new program approaches and developments, results, and publications. This individual works in close coordination with colleagues on the Foundations Partnerships team to ensure that internal and external communication is effective and well managed. The DOD also contributes to reports on team activities and results and to the development of strategies and annual plans.

The DOD will also fulfill unique and exceptional tasks as assigned by team and fundraising leadership.


Bachelor’s degree in Business, Marketing, Public Relations, International Development or a related field

At least seven years progressive experience in any combination of fundraising, program implementation or manag ement, resource mobilization or field work

Demonstrable knowledge and experience in domestic fundraising and relevant U.S. programming

Ability to represent CARE with external audiences and develop strategic opportunities for the organization and its leadership

Excellent writing, presentation and organization skills

Strong interpersonal and relationship-building skills

Capacity to facilitate internal decisions across multiple stakeholders as required to produce content for proposals

Ability to meet deadlines, manage multiple responsibilities and priorities and achieve results under pressure

Experience working as part of a remote team

Evidence of strong analytic skills and strategy development

Advanced editing skills

Experience working with budgets

Computer literacy, including with Word, Excel, and other Microsoft Office applications, as well as Teams and Zoom

Willingness to travel 10% (when appropriate)

Expertise in social justice and gender and women's empowerment programming also desired
