Job Description:
Person selected for this role must have a primary residence in
the State of Georgia. General Definition of Work Administer the law
enforcement risk control program for the ACCG Insurance Programs.
Combine strategic consulting, technical guidance, field
assessments, and member education to reduce liability and improve
outcomes across law enforcement operations. Identify, evaluate,
develop, and coordinate the delivery of resources for Member
Sheriff Offices, detention operations, and police departments.
Collaborate with other ACCG Risk Control team members to facilitate
training needs and other risk reduction strategies as needed. Work
is performed under the supervision of the Director of Property &
Casualty Programs or their designee. Position Responsibilities Law
Enforcement Risk Consulting Travel across Georgia (50%-75%) for
on-site assessments, training, and Member support; Conduct onsite
evaluations/audits/surveys of assigned Member law enforcement
agencies and make recommendations for risk control improvements;
Share information with Members on claims trends and exposures vs.
others of similar size and position; Provide strategic risk
reduction recommendations based on operational reviews, claim
trends, and best practices. Develop risk reduction plans with
agency leaders that will assist the agency in reducing departmental
claims and injuries; Assist Members in developing, revising or
implementing applicable law enforcement policies, including but not
limited to, twelve critical tasks, as they are amended from time to
time; standard operating procedures (SOPs); and training protocols
aligned with state and national best practices. Training &
Education: Design and deliver training sessions and workshops to
Members on topics such as risk culture and leadership; preventing
or mitigating agency liability and officer safety; claims
prevention; and response protocols; Write articles on law
enforcement liability, best practices, and other risk management
issues for ACCG publications and website; Coordinate with law
enforcement training academies, POST-certified instructors, and
legal advisors to support ongoing education; Coordinate and conduct
the Law Enforcement Risk Specialist (LERS) program; Promote online
and regional training regarding exposures impacting law enforcement
agencies; Represent ACCG as guest speaker at various conventions,
association meetings, and others as approved. Data & Claims
Analysis: Review and analyze law enforcement liability and workers'
compensation data, incidents, and claims trends (e.g., excessive
force, wrongful arrest, suicide in custody) to inform risk control
strategies for Members; Identify law enforcement agencies most in
need of assistance, problem solve with command staff, prepare
applicable controls to manage risk, create safety action plans, and
monitor the results; Collaborate with ACCG Risk Control on claims
analysis and recommendations for service delivery for law
enforcement affecting entire county government; Prepare in-depth
reports and present findings to county leadership and internal
stakeholders; Work collaboratively with the ACCG claims and legal
staff to identify systemic issues and support pre-litigation
interventions. Leadership & Collaboration: Lead or contribute to
the development of strategic risk control initiatives, such as
fleet and driver safety frameworks and specialized training
programs (e.g., de-escalation, liability reduction); Consult with
elected officials, county managers/administrators, county clerks,
department heads, attorneys, trainers, consultants, equipment
manufacturers or suppliers, underwriting and claims
representatives, and other individuals on law enforcement risks and
risk control strategies; Serve as liaison with state law
enforcement associations and other organizations as needed; Mentor
other ACCG Risk Control consultants on law enforcement risk issues
and help shape ACCG's strategic response to emerging public safety
trends; Assist in developing onboarding and training materials for
staff development; Provide quality assurance oversight for reports
and recommendations prepared by direct reports; Collaborate with
pool leadership to assess and improve member engagement, service
delivery, and risk impact. Education and Experience Bachelor's
degree in Criminal Justice, Risk Management, or closely related
field; 10-15 years of experience may be considered in lieu of a
Bachelor's degree. Advanced level (typically 10 years of
progressive experience) in law enforcement, with significant
supervisory or command level experience. Served as a POST Certified
Peace Officer. POST Certified Law Enforcement Instructor. EVOC or
Law Enforcement Driving Instructor background a plus. Knowledge,
Skills and Abilities Be knowledgeable on applicable state and
federal laws pertaining to law enforcement liability, agency
policies, procedures, best practices, and risk reduction; Monitor
and stay up to date on applicable federal and state court decisions
having a possible impact on the liability of law enforcement and
local government entities; Demonstrate skill and experience in
conducting law enforcement risk assessments, policy reviews, or
internal investigations; Maintain a consistent, high quality,
Member-focused orientation when conducting and providing services.
Provide clear, accurate, and timely information and treat Members
with respect, courtesy, and tact; Demonstrate exceptional written
and verbal communication skills, including experience presenting to
senior leadership; Demonstrate ability to evaluate complex
operational environments and recommend practical, legally
defensible improvements; Able to plan, prepare, and conduct
training programs and presentations to promote the goal of reducing
or controlling law enforcement liability claims; Able to plan,
organize, and prioritize work, including scheduling with Members,
ACCG staff, and others as needed; Able to effectively conduct work
activities via phone calls, visits, virtual meetings, and training
activities while working remotely and without direct supervision;
Able to prepare routine documentation and administrative reports
such as expense reports, mileage logs, training records,
correspondence, forms, and other documents. Physical Requirements
Work requires occasional exertion of up to 10 pounds of force; work
regularly requires sitting, speaking or hearing, using hands and
fingers to handle and/or feel, reaching with hands and arms and
repetitive motions and occasionally requires climbing or balancing,
stooping, kneeling, crouching or crawling, pushing or pulling and
lifting; Work has standard vision requirements; vocal communication
is required for expressing or exchanging ideas by means of the
spoken word; no special hearing perception is required; Work
requires preparing and analyzing written or computer data,
operating motor vehicles or equipment and observing general
surroundings and activities; work has no exposure to environmental
conditions; work is generally in a moderately noisy location (e.g.,
business office, light traffic). Special Requirements Valid Georgia
