Trust What You Will Do: As a Consultant within the Guidehouse
Federal Health Advisory practice, you will play a critical role in
supporting projects that enhance the interoperable exchange of
public health data, strengthen operational effectiveness, and drive
strategic transformation for federal health clients. You will apply
your expertise in public health data policy, legal frameworks, and
regulatory analysis to help clients develop and implement data use
agreements and scalable policy frameworks. You will also contribute
to initiatives that improve organizational processes, manage risk,
and enable change management strategies. You will work
collaboratively with project teams and clients to deliver
high-quality solutions, combining legal and policy analysis with
strategic and operational consulting. This role requires
adaptability, analytical thinking, and the ability to contribute to
multiple workstreams in a dynamic environment. - Support the
design, delivery, and implementation of services, processes, and
policies that impact functional results. - Assist in the analysis
and development of new data use agreements, ensuring they comply
with current legal standards and meet operational needs. -
Contribute to discussions and provide informed recommendations
during the development of data agreements. - Analyze existing
contracts and agreements to align with updated data procurement
policies and public health goals. - Support the development and
analysis of policies related to data use and privacy, ensuring
compliance with privacy laws and best practices. - Review existing
data use agreements and related policies, identifying gaps and
suggesting improvements. - Collaborate with external clients and
stakeholders to ensure alignment on concepts and approaches. -
Identify opportunities to improve guidelines and processes to
enhance performance. - Participate in cross-functional discussions
and contribute to strategic initiatives. - Apply creative thinking
to support innovative solutions and stimulate discussion. - Assist
in developing data sharing agreements with state, local,
territorial, and tribal partners that respect local laws and
enhance nationwide data integration efforts. - Contribute to
strategic planning and organizational transformation projects,
including process redesign and performance management. - Support
change management initiatives to enable smooth adoption of new
processes and systems. - Conduct qualitative and quantitative data
analysis to inform decision-making and identify opportunities for
improvement. - Develop client deliverables such as strategic plans,
process flows, risk mitigation strategies, and performance
dashboards. - Build and maintain strong working relationships with
clients and project teams. What You Will Need: - Juris Doctor (JD).
- Minimum of 1 years of relevant experience in public health law,
data use agreements, and consulting. - Strong knowledge of legal
frameworks, data privacy laws, and public health policy. -
Demonstrated ability to work effectively in a team environment and
manage multiple priorities. - Excellent analytical,
problem-solving, and organizational skills. - Strong written and
verbal communication skills. - Proficiency with Microsoft Office
suite. - Ability to obtain a Public Trust clearance (US Citizenship
required). What Would Be Nice To Have: - 3 years of relevant
experience in public health law, data use agreements, and
consulting. - Relevant professional certification(s) (e.g., Project
Management Professional - PMP, Lean Six Sigma Green Belt, Certified
Change Management Professional - CCMP). - Proven experience in
consulting or advisory roles, delivering solutions in areas such as
strategic planning, organizational transformation, and operational
performance improvement. - Advanced proficiency with Microsoft
Office suite. - Experience working with the US Centers for Disease
Control and Prevention (CDC) or related Department of Health and
Human Services (HHS) operating divisions. - Existing relationships
