Job Description:

POSITION PURPOSE The VP of Purchasing has bottom line accountability for overseeing the purchasing operation with direct ownership for all the vertical purchasing functions within the company. Reports to VP of Operations ESSENTIAL DUTIES Complete audit of sales budget scrubs in NewStar.Manage costing of custom changesConflict resolution with Construction / OperationsLiaison for purchasing with all other departmentsResearch and approval of VPO'sVendor conflict negotiationsCreate, audit, reconcile and maintain project specific budgetsEvaluation and resolution of Daily Status Update ReportVendor contract scrub and approvalsBuild new project cost feasibilitiesDrive new community project specifications and startup informationCreate and maintain material specifications templateOversee plans and plan reviewWork with engineers, architects and consultantsBuild new community purchasing template in NewStarNew community forecasting, budgeting and actual approvalsReview bid spreads and works with agents on contract awardingSecure and execute supply chain agreementsAssigns and audits sales pricing and margin protectionSet company's supply chain strategyManage supply chainCreate and coordinate process and system improvementsManage cost reduction programsOwnership of purchasing departments performanceDevelops and assigns vendor assignments to purchasing agentsManage departmental workload, priorities and deadlinesIdentify and implement purchasing training & skill improvement of teamOTHER DUTIES Assist as necessary with the initial set-up of HOA's for new communities.Attend all public hearings related to entitlement process.Attend all neighborhood meetings to assist and present development plans.Manage the surety process for all projects.KNOWLEDGE/SKILLS--AND EXPERIENCE Knowledge of purchasing concepts.Ability to read, analyze and interpret financial reports.Ability to plan, organize, manage and supervise activities of direct reports.Ability to analyze problems and recommend solutions.Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.Ability to maintain effective working relationships with customers, contracted agencies and workers, other employees, supervisory personnel.Ability to plan, organize, manage and supervise activities of direct reports.Ability to analyze problems and recommend solutions.Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community.--Ability to maintain effective working relationships with customers, contracted agencies and workers, other employees, supervisory personnel.FINANCIAL AUTHORITY Responsible for development and monitoring of budgets. Makes recommendations to the VP of Operations on promotions/transfers, salary actions, hiring, disciplinary discussions, and terminations. WORKING CONDITIONS Works in a normal office environment. Does not require physical activity other than that typically utilized in such a setting, working with standard office equipment (such as phone, fax, and personal computer). May be exposed to extreme weather when visiting sites. EDUCATION AND EXPERIENCE Four-year degree in Business.Minimum of 9 years' experience in a purchasing capacity with a residential construction builder required.NOTE: This job description is not intended to be an exhaustive list of all duties, responsibilities, or qualifications associated with the job.
