Job Description:
Summary: Facebook is seeking a seasoned professional to join our
Program Development team as a Preconstruction Manager to develop
new product types. This role will focus on management of
budget/pricing analysis, scope development, schedule and
constructability reviews to support the new program requirements.
There will be a component of this role focused in connectivity. New
product types will be developed in partnership with Strategic
Engineering & Design and broader Infra Data Center teams. Upon
approval of the first design concept development, the Product
development Preconstruction manager will be responsible to hand off
the project to the Preconstruction execution team while participate
in several design iterations and feedback loop to apply lessons
learned for new design versions. The ideal candidate has strong
knowledge of preconstruction, ability to prepare conceptual
cost/schedule studies, experience in planning mega construction
projects and deep construction knowledge from a sequencing and
phasing perspective. Required Skills: Product Development
Preconstruction Manager Responsibilities: Ability to understand the
big picture, goals and values of the New Product types.
Differentiate between 'must haves ' and 'Nice to haves ' and
ability to push back and challenge the different departments to
accomplish the agreed goal. Coordinate multiple internal cross
functional teams (EESS, SE&D, Connectivity, DCD, etc.) and
external teams (GC, EOR). Coordinate meetings to inform leadership
and ability to influence them in key decisions. Manage ambiguity of
project parameters and changing project limitations. Be flexible
with new DC type E requirements from the business, but at the same
time ability to push back if any requirement puts the project
timeline at risk. Coordinate with internal teams to define the
deliverables needed and the quality expected. Keep teams
accountable to guarantee a successful implementation of the road
map established. Detailed constructability reviews in multiple
stages of the project to influence the design to build safer,
predictably, efficiently and cost effective. Labor studies to
determine the best sequence to build the Data Center, Network
building, Admin and potential centralized generator building.
Coordinate the different workstreams that have been established to
avoid gaps or duplications. Deep knowledge of construction and
preconstruction space. Ability to build preconstruction and
construction schedules to compare GRD1, Type X and Type E with new
Product types. Identify opportunities to optimize schedule. Review
and coordination of budgets analysis to evaluate the best
solutions. Review overall project budget to guarantee all SOW is
properly captured. Capacity to measure project success, by
introducing the key performance indicators and critical analysis.
Implement feedback loop to optimize the design, preconstruction,
and construction in future projects. Transfer construction
knowledge to all the preconstruction managers and site teams.
Design management of Basis of Design development - from inception
through IFC and managing scope change effects. A component of this
role, in addition to MEP systems will be to focus on Connectivity.
Coordinate and review cost and schedules, and identify
opportunities for improvement. Minimum Qualifications: Minimum
Qualifications: Bachelor's degree in Construction Management, or
equivalent technical degree and/or 15+ years direct professional
experience in project planning and construction management
Understanding of Facebook. Knowledge of the different Roles and
Responsibilities for all the cross-functional teams (SE&D, DCD,
SOE, GDCC, FacOps, ENS, etc.) Proven relationships with most of the
key stakeholders for DC Type E, to guaranty a minimal ramp up
period and start making a positive impact from the very beginning
Experience with different contract strategies (GMP, Lump sum) to
evaluate the best approach for DC Type E Preconstruction
(programming, scheduling and cost estimating) experience managing
multi-group, multi-disciplinary development projects, mission
critical or similar technical construction projects Knowledgeable
of the design and deployment of technical electrical, mechanical
systems and connectivity Experience managing vendor relationships
and understanding of standard practices in the design and
construction industry, including knowledge of fast-track
design-build process and associated documents and contracts Skills
to negotiate contracts, labor rates, budgets, etc. Experience
gaining consensus with general contractors and trade partners
Experience with ground-up construction and greenfield site
development requirements Coordination skills to lead a team of
diverse backgrounds and experience towards a single project outcome
Experience working with local, state, domestic and international
construction build codes and health & safety requirements
Experience in Primavera P6, MS Project, Word, Excel, and PowerPoint
5+ years of experience building our current GRD1 design, understand
the construction challenges and offer solutions to resolve them for
New Product types Experience identifying the major schedule
roadblocks and critical path activities in GRD 1 construction (i.e.
Steel erection, FACNET live, CX, etc.) and influence the design
team to include lessons learned Preferred Qualifications: Preferred
