Job Summary

The Executive Director of Operations, System Support and Resources is responsible for providing nursing executive leadership for the development, implementation and ongoing management of the healthcare system's Central Operations Center in partnership and collaboration with the Medical Director and other operational leaders. The Executive Director is responsible for overseeing and coordinating the management of inpatient bed capacity, patient flow and transitions of care coordination across the healthcare system. The Executive Director has primary responsibility for supporting the delivery strategy through daily management of functional areas of support including nursing, clinical and ancillary services across the system. The Executive Director is comfortable in leading change management and promotes culture change among nursing and other clinicians and ancillary staff.

Minimum Job Qualifications

  • Licensure or other certifications: Licensed to practice as an RN in Georgia.
  • Educational Requirements: Degree in Nursing (either BSN or MSN) and a Master's Degree, either in Nursing or other if possessing a BSN.
  • Minimum Experience: Ten (10) years experience in professional nursing with seven (7) years in a leadership role having a significant business impact. Two (2) years recent experience in leading a central command center or equivalent services required.
  • Other: Professional organization membership within one month of hire into the role. National certification in either a clinical or leadership specialty within two years of hire.

        Essential Tasks and Responsibilities
        • Performs administrative duties to facilitate department, division, institution and organizational operations including planning Patient Care Services administrative budget, assisting with nursing department budgets, analyzing monthly financials, and working with finance team to address any financial issues. Assists finance in the development of departmental labor budgets. Works with leadership to develop/modify/assess staffing plans. Works with Department and Finance to address any financial issues associated with labor management and patient acuity. Serves as a mentor for the department managers in the process of budgeting and budget variance interpretation and resolution. Develops FTE projections for new services and departments or projects FTE needs when changes are made to existing services with PCS Division. Tracks and trends cost related to staffing changes and practice changes on an annual basis.
        • Provides overall administrative leadership and oversight of all the Nursing system administrative/support functions associated with staffing/productivity, scheduling, open shift management, nursing quality improvement, patient placement, patient complaint management, plus other systems in reporting departments. Develops, analyzes statistical, financial and other special system reports related to divisional operations including pay code issues, labor productivity projects, patient acuity, retention/recruitment statistics and trends in feedback from units. Ensure efficient and effective use of all systems and provide administrative direction to use of systems and interfaces. Promotes a positive, progressive, professional role model for management team by contributing to the effective management and operation of the PCS Division by actively participating in the Division and Hospital councils, committees and task forces relative to areas of practice or interest, assisting in the provision and evaluation of services, staffing, programs, practices and coordinating patient activities and needs demonstrating the ability to communicate inter and intra departmental concerns, solve problems and address conflict. Coordinates with the management/supervisory staff the obtaining and adjusting of resources and capital equipment for all assigned department's including required paperwork and ROI development for proposals. Mentors management/supervisory staff in utilizing a flexible staffing ratio of full-time, part-time, per diem clinical nursing to maximize labor efficiencies and effectiveness and modifies the staffing plan in a timely manner to address changes and seasonality considerations.
        • Promotes quality/safe nursing care within the organization. Oversees quality and safe patient care by establishing the skill level standards for personnel. Ensures team compliance with DNV/CMS/state and/or professional standards. Promotes a professional practice model that encourages staff participation in the development of clinical standards that are collaborative, collegial and utilize best practice research including the disease management program. Leads and manages complex change initiatives to improve patient care and operational performance.
        • Mentors reporting staff related to financial decisions regarding the daily operations of the assigned departments and by consulting with the Vice President & Chief Nursing Executive on policy decisions. Assists in the development and maintenance of the annual Patient Care Services labor budget. Responsible for meeting the financial goals of the nursing department(s). This includes the unit staffing schedule management plan/assessments, unit environment of care, and the ongoing analysis of patient/staff caseload mix. Reviews nursing activity and performance reports to ensure accuracy of the data. Researches variances and develops appropriate action plans when indicated to reach budget and clinical goals.
        • Develops a "customer-centric" service program within the division for all reporting departments. Oversees departmental Quality Improvement and Risk Management activities. Monitors performance improvement, clinical metrics and any risk management activities related to clinical care and /or the overall department operations. Mentors and coaches management/supervisory staff in creating the a "customer-centric" service program. Monitors and addresses departments' performance in this area. Ensures all departments develop customer service goals including collecting and analyzing customer information with the objective to increase customer value/service. Routinely interacts with physicians, coordinates communication between team members, and attending physicians or clinical ancillary staff to ensure the appropriateness of care and outcome planning.
        • Proactively engaged as a visible leader recognized as having excellent follow through on issues impacting care delivery. Ensures all departmental compliance to all policies and procedures, DNV standards and state and federal regulations. Complies with established nursing standards of practice. Actively mentors and coaches' management team. Responsible for identifying manager and employee strengths, development needs, skills, interpersonal and personal style, and relate these to the business needs and challenges faced by them. Provides individualized performance feedback to all employees on an ongoing basis. Provides administrative direction to managers/supervisors related to all organizational policies with respect to work rules and discipline and is responsible for providing progressive discipline to employees when needed in conjunction with Human Resources. Develops annual strategic goals and objectives in conjunction with the managers/supervisors to ensure alignment with organizational goals and divisional goals to enhance resource efficiency, improve patient satisfaction and Quality patient care delivery. Responsible for identifying employee strengths, development needs, skills, interpersonal and personal style, and relate these to the business needs and challenges faced by them. Provides individualized performance feedback to all employees on an ongoing basis.
