Description Position Overview:The Senior Manager of PMO Services has primary responsibility for leadership, direction, and oversight of the PMO staff and the projects/programs they manage. The Project Management Office (PMO) is focused on the successful delivery of both capital and O&M type projects within the Utilities space. The ideal candidate has successfully led and built PMO processes, as well has been responsible for defining, planning, tracking, and managing key resources and providing the direction required for meeting project objectives. He/she is also responsible for ensuring appropriate management, customer and supplier involvement throughout the life of the project life cycle. He/she possesses the ability to lead and motivate people and encourage teamwork, an ability to communicate effectively with senior management, and a clear vision of what determines a successful project and solution for the Client.In addition, the Senior Manager of PMO Services must have a sufficient technical background to understand the technologies, methodologies, and issues involved with the Client's projects and programs, to be able to anticipate and identify critical obstacles, and to facilitate conversations with the appropriate stakeholders to arrive at the best decisions for the project and program. The Senior Manager of PMO Services also must be able to manage project schedules and task details and utilize project management tools such as reports, tracking charts, checklists, and project scheduling software and to delegate appropriately. He/she must be able to manage change and take active leadership in timely decision making as well as identifying and creating new PM processes. This position reports to the Director of Engineering and Operations out of the Atlanta, GA office and will have people management responsibilities. Number of Openings 1 Position Requirements Essential Job Functions:Management Responsibilities

  • Establish the Program Management Office (PMO) and the PMO team structure; hire and manage staffing requirements
  • Define and implement Key Performance Indicators (KPI) targets for organizational effectiveness and efficiency
  • Responsible for supporting the overall mission in meeting Client expectations, developing/mentoring staff and seeking new business opportunities in the PMO space
  • Recruiting, onboarding, and developing PMO staff through both Client and E2 technical training
  • Provide experienced Project Management leadership for Oil, Gas, and Utilities related Client projects
  • Lead PMO staff meetings to assure that project objectives are delivered safely, on time, on budget, and according to industry and client standards; share best practices across PMO staff
  • Attend ongoing project meeting with the Client
  • Ensuring the Client receives the highest levels of service
  • Effectively lead, inspire, and develop staff; providing constructive feedback and a roadmap for growth, when appropriate
  • Assess correctness and timeliness of PMO staff timesheets; Approve time entry
  • Maintain a solution-oriented delivery model while being responsive to the Client and to E2 Leadership
  • Ensure the successful implementation of operational and strategic plans
  • Build strategic alliances and partnerships within the organization to collaboratively execute business strategies
  • Create an environment in which processes are designed to ensure customer satisfaction; effectively incorporates customer perspectives in all business activities
  • Maintaining strong client and key partner relationships and developing new relationships
  • Shared responsibility for the operations growth of the division through strategic marketing/BD efforts and participation in industry events, such as conferences and conventions
  • Participate in client presentations, sales visits, and broker promotion events as needed to explain company vision and service offeringsTechnical Responsibilities
    • Adept and comfortable with internationally recognized Project Management frameworks (PMI, Agile, etc.) and able to coach and guide PMs to those standards
    • Define project priorities, opportunities, and challenges, working closely with all project/program stakeholders, including Engineering, Supply Chain, Construction Operations, etc.
    • Gather information and prepare technical specifications
    • Assist in preparing project budgets and schedules
    • Track project tasks and deliverables and communicate milestones
    • Strengthen annual planning process, including resource allocations, program value analysis, etc.
    • Track and provide project/program status, risks, and other relevant reporting metrics for the purpose of keeping all stakeholders informed of project/program progress and performance
    • Apply modern tools to provide status, dashboarding, and reporting
    • Help Project Managers in Contract Management and negotiation of Change Orders; prepare construction cost estimates, RFIs, and change orders
    • Responsible for the financial health of Client's projects and programs; Share financial reporting and performance dashboards with team members for awareness, evaluation against financial baselines, and corrective action if required
    • Monitor performance of the Project Controls team and lend technical support
    • Define, develop, monitor risk analysis and iterate processes to continuously improve performance; Work with stakeholders to establish contingency plans and identify trigger events
    • Define, develop, and update communication plan as project progresses through its life cycle
    • Develop strategic relationships with key subcontractors, keeping each focused on assigned tasks and schedule for successful project/program coordination and execution
    • Compile Lessons Learned and identify/address design, planning, construction, and close-out effectiveness opportunities
    • Manage the risk, issue, and change resolution process and work with other stakeholders to identify and drive implementation of corrective actions
    • Ensure implementation of proper quality control programs
    • As requested by the Client, support bid efforts, including Cost Estimating, Risk Analysis, and Schedule Development; be the internal project champion
    • Assist with contract negotiations and facilitate meeting agenda
    • Assess proposals for potential value, impact, and strategic alignment within the organization
    • Champion process improvement; lead process improvement initiatives and facilitate change strategies and reportingEducation and Experience (required):
      • Bachelor's Degree in Business, Project Management, Engineering, or related field
      • 15+ years of Project Management experience related to utilities projects, applying formal Project Management techniques and methodologies
      • PMI PMP certification
      • Must be authorized to work in U.S.
      • Has a foundational understanding of oil, natural gas, and utility (including electric) systems
      • Proficiency in all Microsoft Office products and AdobeOther Skills/Abilities (preferred):
        • A high level of knowledge and experience working with pipeline design codes and safety requirements including ASME B31.4 & B31.8 as well as 49 CFR Parts 192 & 195
        • Additional knowledge and experience with Renewable Energy projects preferred
        • Stays up to date on industry changes and developments, including regulatory requirements and federal mandates
        • Must be able to communicate clearly and work in a multidiscipline, cross-functional, team environment
        • Strong attention to detail, the ability to meet deadlines and solve problems are essential
        • Six Sigma / process improvement experience
        • Ability to travel as dictated by project requirements and Client locationsWork Environment / Physical Demands / Travel:

          • Reports to the Director of Engineering and Operations, based out of Atlanta, GA
          • Raising/lifting objects up to 50 pounds from a lower to a higher position or moving objects horizontally from position to position
