Our Parks & Recreation professionals enhance our quality of life.Our engineers help keep our drinking water clean, the largest airport in the world (by passenger volume) operating and our buildings maintained. -Along with the host of Finance, Procurement, and Human Resources professionals whose support is vital, we are the City of Atlanta! - If you are seeking a meaningful role where you can make a real difference improving and growing our City, we welcome you to explore the job opportunities we have to offer.The Department of Watershed Management is a regional -public -water and wastewater utility -serving 1.2 million people each day. -The Department's core services include treatment and distribution of safe drinking water; collection and treatment of wastewater to a high standard; management of watersheds within the City of Atlanta; and customer care and billing services for 164,000 accounts. -The Department's vision of being a leader in innovation, service and value is supported by eight strategic priorities including: Service Delivery, Infrastructure Reliability, Workforce Development, Operational Efficiency, Financial Resilience, -Compliance, Smart Utility Transformation; and Safety, Security and Emergency Management.General Description and Classification StandardsManages professional/technical engineering projects including, engineering design and review, standards, -survey work, inspections, and other engineering project components. -This position may be responsible for the day-to-day Management of the Site Development Section within the Office of Watershed Protection, Department of Watershed Management. Site Development provides technical review of all construction plans, both public and private sector, which involve "earth disturbing activities" within the City Limits of Atlanta. This review serves to enforce both Georgia state laws regarding erosion and waters quality, and City of Atlanta standards for sanitary sewer design and capacity, paving, grading, drainage, and storm water management. -The employee in this position is responsible for assisting in overseeing and managing engineering, contractual, and financial activities for this program area. This employee will interface with the Site Development Manager, Bureau Directors, the Commissioner, Deputy Commissioners, and Law Department. This employee will identify engineering and technical needs, and manpower requirements for the program area. Reviews and critiques all engineering documents submitted by applicants for Building Permits. This employee will be responsible for the work activities of as many as twenty staff including engineers and technical staff.Supervision ReceivedThis position may require you to work independently and only report to the supervisor when necessary approvals or -other direction is required. Direction received is general and focuses more on long-term and short-term operating -objectives, managerial effectiveness, and operating results. This level would be considered 'middle' management. -Essential Duties & Responsibilities -These are typical responsibilities for this position and should not be -construed as exclusive or all inclusive. - May perform other duties as assigned.Review all aspects of engineer drawings, studies, hydrology reports, etc., provide written comments pertaining to permitting, route plans through the permitting process, track the status of program in the review process by maintain project specific computer software, review contractors compliance with City of Atlanta minimum design standards, provide written comments pertaining to reviews, route plans through the plan review process, tracks the status of plan in the review process by entering data in Accela and other software, provide point of contact for applicant needing advise concern minimum design standards, provide guidance to applicants on required standards concerning all permitting matters, enforce City of Atlanta Code of Ordinances concerning engineering design requirements, enforce City of Atlanta and Official Code of Georgia requirements for Soil and Erosion Control Standards and Best Management Practices as pertains to Program, review for and enforce City of Atlanta Stream Bank Buffer requirements, review for and enforce State of Georgia Stream Bank Buffer requirements, coordinate with other agencies as necessary, e.g. Georgia Department of Natural Resources, Georgia Soil and Water Conservation District, provide guidance and advice regarding Easement, Right of Entry Agreements, access requirements, and Indemnity Agreements, provide guidance and enforce City of Atlanta Bonding requirements, overview and minimize, as necessary, impact of contractors access arrangements on City's existing easements, check tax records as necessary concerning sewer connections to City Wastewater system.Decision MakingEstablishes work methods, timetables, performance standards, etc., May commit department to action.Leadership ProvidedHas managerial authority over a group of professional employees and/or a group of professional, technical, or -administrative employees with multiple intermediate supervisors and/or team leaders. -Knowledge, Skills & Abilities -This is a partial listing of necessary knowledge, skills, and abilities required to -perform the job successfully. - It is not an exhaustive list.Extensive knowledge of technical terminology; extensive knowledge of construction projects - administrative or field; knowledge of engineering, water and sewage, procurement, hydraulics, and geotechnical processes and terminology; knowledge of legal requirements of water conservation laws & ordinances; thorough knowledge of the principles and practices of water -resource management and watershed science; knowledge of grant writing and grant management.Strong Computer and Software (Microsoft) Skills; very strong administrative and managerial skills; inter-personal -and team working skills; skilled in communicating verbally and written.Ability to develop relationships and partnerships; ability to write clear and concise technical documents; ability to read, understand, and prepare legal documents; ability to effectively negotiate resolutions of conflicts among citizens, neighbors, elected official, and staff, as well as efficiently manage a government office open to the public; ability to interact effectively with various -personality styles and with upper departmental management or elected officials; ability to read and interpret construction drawings; ability to interpret laws, regulations and guidelines; ability to utilize Microsoft suites and project management programs.
